CONTRACTS

DEFENSE LOGISTICS AGENCY

Chevron Americas Products, Houston, Texas, was awarded a fixed-price with economic price adjustment contract with a maximum $65,921,150 for aviation fuel. Other location of performance is Mississippi. Using service is Defense Logistics Agency Energy. There were four solicitations with three responses. Type of appropriation is fiscal 2012 Defense Working Capital Funds. The date of performance completion is April 30, 2012. The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-12-D-0553).

The Boeing Co., Saint Louis, Mo., was awarded a firm-fixed-price, sole-source contract against a basic ordering agreement with a maximum $23,500,000 for left-hand and right-hand trailing edge flaps. There are no other locations of performance. Using service is Navy. Type of appropriation is fiscal 2012 Navy Working Capital Funds. The date of performance completion is May 31, 2014. The Defense Logistics Agency Aviation, Philadelphia, Pa., is the contracting activity (SP0400-03-D-9408 TH01).

Thermo PAC, L.L.C., Stone Mountain, Ga., was awarded a fixed-price with economic price adjustment, indefinite-quantity contract with a maximum $20,164,784 for food items. There are no other locations of performance. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. There were five solicitations with three responses. Type of appropriation is fiscal 2012 Defense Working Capital Funds. The date of performance completion is Jan. 26, 2017. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM3S1-12-D-Z122).

NAVY

ERAPSCO, Inc., Columbia City, Ind., is being awarded a $38,416,565 modification to a previously awarded firm-fixed-price, performance based contract (N00421-11-C-0030) to exercise options for the production of 50,430 AN/SSQ-53F sonobuoys for the Navy (49,990) and the Taipei Economic and Cultural Representative Office in the United States (440). Work will be performed in Columbia City, Ind. (53 percent), and DeLeon Springs, Fla. (47 percent), and is expected to be completed in January 2014. This contract combines purchases for the U.S. Navy ($38,081,382; 99.1 percent) and for the Taipei Economic and Cultural Representative Office ($335,183; 0.9 percent) under the Foreign Military Sales Program. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

Chugach World Services, Inc.*, Anchorage, Alaska, is being awarded a $33,109,135 modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N40192-09-D-9000) to exercise option three, for housing operations and maintenance and change of occupancy maintenance services at Naval Base Guam and Andersen Air Force Base Guam. The work to be performed provides for management and housing operations to maintain and repair family housing units, bachelor housing units, Navy Gateway Inns and Suites (NGIS), and provide any services, maintenance and change of occupancy maintenance in both vacant and occupied family housing units, bachelor housing units, and NGIS units. The total contract amount after exercise of this option will be $99,525,177. Work will be performed in various Navy and Air Force housing areas on Guam, and is expected to be completed by January 2013. Contract funds in the amount of $13,153,206 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

General Dynamics Advanced Information System, Bloomington, Minn., is being awarded a $20,585,146 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0014) to exercise an option for the full-rate production of 80 Type 3 Advanced Mission Computers (AMC) for the Navy F/A-18E/F and E/A-18G aircraft. In addition, this modification provides for the procurement of three Type-3 AMC spares for the Royal Australian Air Force. Work will be performed in Bloomington, Minn. (80 percent), and Albuquerque, N.M. (20 percent), and is expected to be completed in December 2012. Contract funds will not expire at the end of the current fiscal year. This modification combines purchases for the U.S. Navy ($19,912,084; 96 percent) and the government of Australia (4 percent) under the Foreign Military Sales Program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Lockheed Martin, Syracuse, N.Y., is being awarded a $15,450,907 modification to previously awarded contract (N00024-07-C-5202) for fiscal 2012 engineering services in support of the Navy's AN/SQQ-89A(V)15 Undersea Warfare Combat System. The AN/SQQ-89A(V)15 is a surface ship combat system with the capabilities to search, detect, classify, localize and track undersea contacts; and to engage and evade submarines, mine-like small objects, and torpedo threats. Work will be performed in Syracuse, N.Y. (80 percent), Newport, R.I. (16 percent), and Manassas, Va. (4 percent), and is expected to be completed by June 2012. Contract funds in the amount of $97,307 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

NATIONAL GEOSPATIAL-INTELLIGENCE AGENCY

NJVC, L.L.C., Vienna, Va., is being awarded a $33,929,209 ceiling-priced modification to a previously awarded cost-plus-award-fee contract (HM0176-11-C0002/P00031) for the contractor to create a standard West Managed Service Provider offering and provisioning process by designing, installing, and maintaining the infrastructure needed to support remodeled and new facilities spaces within the National Geospatial-Intelligence Agency West and other locations. The information technology/information services contract provides the National Geospatial-Intelligence Agency information technology enterprise operations and sustainment support to NGA information technology systems at approximately 170 sites (90 manned, 80 unmanned) around the world. The date of performance completion is expected to be Dec. 31, 2012. The National Geospatial-Intelligence Agency, Springfield, Va., is the contracting activity.

AIR FORCE

Kuanta Insaat Taahhut Elektronik Tur, San VE TIC.A.S., Ankara, Turkey, is being awarded a $7,444,761 firm-fixed-price contract to provide acquisitions of Air Traffic Control and Landing System and navigational aids in support of Afghanistan's Air Force's rotary and fixed wing flying training program at Shindand Air Base, Afghanistan. "About the Satellite Sentinel Project

George Clooney initiated the Satellite Sentinel Project (SSP) while on an October 2010 trip to Southern Sudan with Enough Project Co-founder John Prendergast. SSP combines satellite imagery analysis and field reports with Google's Map Maker technology to deter the resumption of war between North and South Sudan. The project provides an early warning system to deter full-scale civil war between Northern and Southern Sudan and to promote greater accountability for mass atrocities by focusing world attention and generating rapid responses on human rights and human security concerns.

SSP was launched as a six-month pilot project on December 29, 2010, as the result of an unprecedented collaboration between Not On Our Watch, the Enough Project, Google, theUnited Nations UNITAR Operational Satellite Applications Programme (UNOSAT),DigitalGlobe, the Harvard Humanitarian Initiative, and Trellon, LLC. UNITAR/UNOSAT's role concluded when the pilot phase ended on June 30, 2011.

The project works like this: Commercial satellites passing over the border of northern and southern Sudan are able to capture possible threats to civilians, observe the movement of displaced people, detect bombed and razed villages, or note other evidence of pending mass violence.

Google and Trellon collaborated to design the web platform for the public to easily access the images and reports. Harvard Humanitarian Initiative provides system-wide research and leads the collection, human rights analysis, and corroboration of on-the-ground reports that contextualizes the satellite imagery. The Enough Project contributes field reports, policy analysis and communications strategy, and, together with Not On Our Watch, and our Sudan Now partners, puts pressure on policymakers by urging the public to act. DigitalGlobe provides satellite imagery and additional analysis.

The Satellite Sentinel Project marks the first sustained, public effort to systematically monitor and report on potential hotspots and threats to security along a border, in near real-time (within 24-36 hours), with the aim of heading off humanitarian disaster and human rights crimes before they occur. SSP also aims to detect and deter mass atrocities. To date, SSP has discovered evidence of eight mass graves in Sudan's oil-producing border state of South Kordofan.

"INTRODUCCIÓN

El mundo actual es complicado e inquieto. Y no existe hoy una tarea más importante que librar a la Humanidad de la amenaza de una guerra nuclear, parar la carrera armamentista en la Tierra e impedir que se extienda al Cosmos.
La insensatez y peligrosidad de la sucesiva acumulación de armamentos, sobre todo nucleares, son evidentes para toda persona juiciosa puesto que los stocks existentes bastan y sobran para aniquilar varias veces todo lo vivo en la Tierra. No obstante, los dirigentes de Washington, obsesionados por la quimera de lograr la supremacía militar, estiman - y así lo declaran públicamente - que los Estados Unidos no tienen todavía bastante armamento. Por eso entran en servicio nuevos y nuevos sistemas de armas nucleares y clásicas, en lo que se derrochan sumas fabulosas. ¿Y para qué?. Al parecer únicamente para "garantizar" el aniquilamiento de otros y de sí mismos.
La ciencia y la técnica modernas ofrecen posibilidades de crear nuevos tipos de armas no menos peligrosas que la nuclear, basadas en otros principios físicos, con emplazamiento en el Cosmos. Trátase de las armas láser, de aceleración, de frecuencias superaltas, de radioondas, etc. En la actualidad es imposible evaluar incluso teóricamente las funestas consecuencias que tendría el uso de estas armas. Y precisamente en ellas cifran los EE.UU. sus esperanzas al realizar la llamada "iniciativa de defensa estratégica".
En la actualidad el mundo se encuentra en una peligrosa encrucijada. Los planes de militarización del Cosmos que se fraguan en Washington aumentan el peligro a la seguridad de los pueblos, crean una situación crítica en las relaciones internacionales. Si no se consigue impedir la realización de estos planes, la carrera armamentista pasará a una fase cualitativamente nueva: en la esfera de armamentos surgirán procesos incontrolables y aumentará muchísimo el riesgo de estallido de una guerra nuclear. El desarrollo de la situación internacional ha llegado a tal límite que surge esta pregunta: ¿a dónde ir más adelante'. ¿No es hora de que quienes determinan la política de los Estados se detengan, se pongan a pensar y no permitan la adopción de decisiones que empujarían al mundo a una hecatombe nuclear?.
El sentido común sugiere que la única salida de la situación creada consiste en congelar los arsenales nucleares de las partes, suspender los preparativos de la creación del arma de ataque para emplazarla en el Cosmos y, sobre esta base, pasar inmediatamente a reducir los stocks acumulados de armamento.
En este aspecto los pueblos adictos a la paz depositan grandes esperanzas en las negociaciones soviético-norteamericanas de Ginebra sobre las armas nucleares y espaciales. En virtud del acuerdo alcanzado el 8 de enero de 1985 entre Amdréi Gromiko, miembro del Buró Político del CC del PCUS, primer vicepresidente del Consejo de Ministros y ministro de Relaciones Exteriores de la URSS, y George Shultz, secretario de Estado de los EE.UU., el objeto de las negociaciones es el conjunto de problemas relativos a las armas espaciales y nucleares - estratégicas y de alcance medio -, habida cuenta que todos estos problemas deben estudiarse y resolverse en interconexión.
Tiene importancia cardinal que el objeto de estas negociaciones, como dice la declaración conjunta soviético-norteamericana, debe ser elaborar acuerdos eficaces orientados a impedir la carrera armamentista en el Cosmos y a ponerle fin en la Tierra, a limitar y reducir las armas nucleares y consolidar la estabilidad estratégica. En definitiva, eso debe conducir a la supresión total y por doquier del arma nuclear.
Está claro que el progreso en las negociaciones ginebrinas y sus resultados dependerán ante todo de que ambas partes se atengan estrictamente al acuerdo alcanzado sobre el objeto y los fines de las negociaciones en todos sus aspectos. Por lo que se refiere a la Unión Soviética, ha hecho y hará lo que de ella dependa para convertir en realidad el mencionado acuerdo.
Lamentablemente, por ahora no puede decirse lo mismo de la posición de la Administración USA. En declaraciones públicas sus representaciones tratan de eludir o tergiversar el elemento central del acuerdo alcanzado en enero sobre el examen y la solución en las negociaciones de todos los problemas en conjunto, en su interconexión. Dicen francamente que los planes norteamericanos en el terreno de la utilización militar del Cosmos se realizarán independientemente de los resultados de las negociaciones de Ginebra. "Excluye la posibilidad de renunciar a la defensa estratégica, sea en la etapa de investigaciones o, si resulta factible, en la etapa de despliegue", declaró, por ejemplo, el secretario de Defensa, Caspar Weinberger.
De todo ello se puede sacar una sola conclusión: en Washington se espera crear y desplegar una nueva clase de armamento: los sistemas espaciales de ataque, a la vez que se incrementa en gran escala y se perfecciona el potencial nuclear ofensivo. Las fuerzas estratégicas norteamericanas incorporan a su arsenal sistemas de armas cualitativamente nuevos que utilizan la tecnología Stealth y cabezas de combate nucleares maniobrables, de guiado individual y alta precisión, capaces de atacar furtivamente los objetivos. Junto con los misiles Pershing II y de crucero, escalones de avanzada de las fuerzas nucleares norteamericanas, constituyen el potencial militar calculado a todas luces para asestar el primer golpe "decapitador".
Para justificar el rumbo a la militarización del espacio cósmico los dirigentes de los EE.UU. recurren a procedimientos fraudulentos, presentando sus planes de las "guerras de las estrellas" como supuestamente "defensivos", "humanitarios", etc. A la vez pretenden acusar falazmente a la Unión Soviética de que hace tiempo que está militarizando el Cosmos y los EE.UU. no tienen otro remedio que "dar alcance" a la URSS.
Los hechos desmienten todas estas patrañas. En el presente folleto se muestran los verdaderos objetivos de los planes de las "guerras estelares" que se urden en los EE.UU., se pone de relieve la esencia del enfoque de la URSS y de los Estados Unidos en el problema de la utilización del Cosmos y se evalúan las nefastas consecuencias para todos los pueblos del mundo de la "iniciativa de defensa estratégica" formulada por el presidente de los EE.UU. que se está realizando al compás del incremento de los armamentos estratégicos ofensivos estadounidenses. Figura aquí también una exposición del programa soviético de medidas que deben adaptarse para impedir la carrera armamentista en el Cosmos y para ponerle fin en la Tierra".
